It is a characteristic of my star-sign that I question logic that I do not understand.
Why is the 8vb (ottava bassa) and 15mb (quindicesima bassa) not displayed as 7 and 14, or at least consistently as 8 and 16 ?

Thanks dheo, that is a useful link.  So, the short answer is yes, the annotation is inconsistent.

15 indicates 15 steps, but 8 does not indicate 8 steps.

(And to an electronics engineer, 15mA is a small electrical current; that should get the music "flowing"   )

The same way "C3-C3" is a "prime" (or "unisson") "C3-D3" a second, and so on.
Interval names were defined centuries before zero was in common use.
Even today, counting from zero is still uncommon.
The naming convention of intervals is "number of steps +1" which results in "C3-c4" being called a 8th, "C3-D4" a 9th ... "C3-C5" a 15th.
