To force working for scratch, you could edit "GENERAL.CFG" in AppData/Roaming/ACAMPREF/Myriad and remove the "PathToFfmpeg" line (about 20 lines above the bottom).
Before removing, keep a back-up, but you might want to check the consistency of the path you find there.

ok, video exporting is running ! let me share what i did:
i removed the ffmpeg line in GENERAL.CFG, but i could notice that by changing the path in configuration>global setup>path, made the proper changes in General.cfg,
I think what made the difference was:
placing the files ffmpeg, ffplay and ffprobe under Program files as you suggested.
and...
Save the new files i was testing with. (my tests were being made with "noname" files without "saving as" them first).
So i started to save the test files, like: example.myr
Then HA started to export the videos 
Sometimes (im still checking why this is) the videos were not exported, but i started the procedure again and hit the Factory button, and the video was exported.
