Good afternoon, To be sure to understand, what is the format of the song? (its extension) If you can explain better in another language, don't hesitate. It's always more convenient to translate "from" another, than "to".

Hello, MP3 is sound, not words, not even music notes. Before considering translation, one would need some kind of voice recognition. I think it's in that direction you should look, considering speech ans not song. However, some mp3 files contain a text track, when they are generated for the purpose of karaoke. I have no idea on how this text track could be isolated and exported, perhaps somebody here has an idea.

As far as I know, there are two types of karaoke tracks. One consists in a simple text file that holds the different times stamps and lyrics (I was asked to create a script to generate such files in HA) and the other one is much more complicated and very poorly documented (actually, it is more or less copyrighted). Probably out of reach of a script.

Perhaps in 50 years' time, if civilisation survives. Currently, speech recognition software is quite humorous for its many misunderstandings, often caused by regional or personal accents. You are wanting such software to interpret words over a wide range of sung frequencies, and being able to filter-out the musical accompaniment. Even if that were possible, another language is not going to conform to the same number of syllables and rhythm. The best you can hope for is to find a PDF of the song, extract the lyrics using PDF-2-Music and paste the text into a translator. The result will still not suit the original melody.

There is still a device callent "human being", whose natural intelligence is way ahead of any articifial one. Depending on the language, there would be a chance to find on the web a transcription of the song. But for sure one could find somebody knowing the source language well enough to listen to the song and transcribe it. I would volunteer for Dutch. Sometimes, this can be quite difficult as many singers are speaking quite slangly. And song lyrics are often closer to poetry than to a product's user's guide... Then someone to translate, perhaps a first one to English, then a second one to the target language. Now, I'm sure you have considered that. But I think it's the only realistic process, as of today November 3d, 2020!
