I am running HA 9.9.1c on a new Mac, with OS Catalina.

The Help Window is supposed to explain each tool on a palette when the cursor is placed over the tool.  Instead, when the cursor is placed over a tool, all the Help Window says is "Click here to move the floating palette.  Command+click to rotate the window."

Is there a fix for this problem?

This is already fixed for next version : 991d.
