When a dotted quaver is followed by a semiquaver and they are beamed together, the short beam on the semiquaver is too long. Can this be adjusted?

Yes, the adjustment is set for each staff.
So, Staff>Staff Display Mode>Staff Lines + set the "secondary beam maximum size" slider to your convenience.
